Russia launched its largest drone attack on Ukraine on February 23, 2025, in an overnight assault, deploying 267 drones across multiple cities. Ukrainian forces intercepted many, but significant damage and casualties were reported. As tensions rise, global concerns over the conflict grow.
Scale and Impact of the Assault
The Ukrainian Air Force reports that 138 out of the 267 air drones used in the attack were shot down (i.e., neutralized) and rendered ineffective. Second, 119 of the drones were jammed using electronic warfare techniques, leading to a loss of radar and course correction. Even with countermeasures, many drones managed to breach Ukrainian airspace, damaging all five regions at least, including the capital Kyiv. In the meantime, the assaults also resulted in civil deaths and severe damage to urban and rural structures, including damage to residential shelters, electrical grids, and forest fires have been documented.
Strategic Implications
This unprecedented drone operation is, however, not an isolated event in itself, but rather a continuous feature of a wider Russian plan to increase the pressure on Ukraine. In one week alone, Russia has used nearly 1,150 attack unmanned aerial vehicles (UAVs), 1,400 guidance aerial bombs, and 35 arms types in the airspace of Ukraine. Odesa documented 3 stabbings and a residential fire as a result of drone attacks. In addition, an adult, 53-year-old woman, was shot in the city of Zaporizhzhia, and many houses were torn down. Damage occurred in multiple houses and cars in the capital, Kyiv. No serious injuries were initially reported. These incidents show the ongoing exposure of the civilian population and also of the built environment, which will worsen the humanitarian condition in the region.

Increased use of drone campaigns in Ukraine has major strategic consequences for international security.
