NATO Secretary General Mark Rutte has recently issued a direct and ominous warning to Russian President Vladimir Putin, emphasizing that any military aggression against NATO would lead to an unequivocal defeat for Russia. This sentence represents a new intensification of the rhetoric between NATO and Russia that comes in the context of the conflict in Ukraine continuing to put significant strain on relations and create worrying possibilities about wider conflict.
NATO's Defensive Posture
NATO has been reinforcing the eastern flank on all those issues with additional troops, capabilities and exercises in particular in the countries in the vicinity of the NATO territory (as Poland and the Baltic States, and Romania) which are most directly concerned by the risk of Russian aggression and military activities. [This] military presence is in place to prevent action by Russia that any attack will be met by a robust response.
Russian Threats and Actions
Provocative steps have not been avoided by Russia, such as military exercises near NATO frontiers, cyber operations against the members of NATO, and comments made by Russian politicians, which seem to foreshadow an eventual more wide-ranging fight. For example, Russian Defense Minister Sergei Shoigu, has, not least, discussed the possibility of escalation due to NATO involvement in Ukraine and has stated that the Russian military apparatus is ready for a wide variety of contingencies.
Ukraine as a Flashpoint
The present war in Ukraine has been an important trigger for such warnings. NATO's assistance to Ukraine, in the form of military supplies, training, and intelligence sharing, has raised tension with Russia which has viewed these activities as direct intervention into that which Russia considers its sphere of influence. Regimes with Putin at the helm repeatedly cautioned that any further NATO escalation, however, would come with unpredictable consequences.
Cyber and Hybrid Warfare
In addition to routine military competitors, NATO has called upon Russian cyber Cyber Hybrid tactics that aim to destabilize NATO member states under the cover of the internet. It includes disinformation campaigns, cyber-warfare of critical infrastructure and support of political activities intended to the weaken the cohesion of NATO member countries.
NATO's Response to Russian Rhetoric
In spite of the provocative rhetoric of Moscow, NATO has tried to maintain a robust defense posture and at the same time avoid opportunistic escalation. Rutte's bluff is just a part of this strategy, as a means to show to Putin that NATO is prepared for anything, but is ready for and wishes for peace and stability.
Alliance Cohesion
NATO has been also engaged in internal cohesion, making sure that all the member state understands the severity of the crisis and is ready to act together as required. This includes discussions of increasing defense expenditure and militarization of capabilities within the alliance to respond to current threats.
Public and Political Perception
In NATO countries, the position taken on how to deal with Russia is mixed. Though there are some who call for a more hawkish approach, there are also those who worry about the risk of escalation that can ultimately spill over into a more general conflagration. In general, there is a positive general public attitude colored by a defense stance, but a hesitance to take positions that may trigger war with no upside.
Rutte's warning, therefore, serves multiple purposes: It reveals NATO's strength to its adversaries, assures NATO (and its member and public) how much the alliance is on their behalf, and tries to stop these attackers from acting against Russia. As the situation remains dynamic, NATO is also actively observing Russian developments, however, prepared with a plan of action in case there is a direct challenge, carefully avoiding disrupting diplomatic options where possible. This compounded environment points to strong relationship among power, deterrence, and diplomacy of the modern track record of NATO-Russia relations.
